My basement is flooded and the outlets are underwater what do I do?

Do not step into the water. If the panel is dry, reachable without standing in water, and you can cut the main safely, do it. If it is not, call your utility or 911 from outside and have the power cut at the meter. Nothing else in the basement matters until the power is off.

No, or you are not sure — go outside and call your utility or 911 and ask for the power to be cut at the meter. This is a routine call. Utilities do it in flood events constantly, and it costs nothing.
There is no third answer, and the reason there is no third answer is that water bridging an energized circuit does not look different from water that is not.
Why a GFCI is not the reassurance it sounds like Link to this section
Ground-fault protection is genuinely valuable and it is not designed for this. A GFCI interrupts a circuit when it detects current leaking to ground on that circuit. It does not protect other circuits, it does not protect against contact between two conductors, and older basements frequently have outlets that predate any requirement for it.
A flooded basement usually has more than one circuit in it — lighting, receptacles, a sump, a laundry, a furnace, a freezer — and they do not all share the same protection.

Anything that went under water is suspect afterwards, whether or not it still works:
- Receptacles, switches, junction boxes
- Breakers and the panel itself, if water reached it
- Furnaces, boilers, water heaters, air handlers and their controls
- Washing machines, dryers, freezers, sump pumps
- Low-voltage equipment, alarm panels, network gear
The failure mode is delayed. Corrosion develops on contacts and inside windings over the following weeks, and insulation that was compromised does not repair itself. An appliance that ran fine on the day the basement dried can fail months later, and it can fail in a way that starts a fire.
A licensed electrician decides what is replaced. That inspection is also a document — it belongs in the claim file.

The loss becomes an ordinary, urgent water loss, and the clock EPA describes starts running:
If wet or damp materials or areas are dried 24-48 hours after a leak or spill happens, in most cases mold will not grow.
In a basement that window is harder to hit than anywhere else in the house, because below-grade space is cool, has poor air movement, and holds humidity. Extraction, air movement and dehumidification need to start as soon as the space is safe to enter — and the water category decides whether the carpet, the pad, the insulation and the base of the drywall are dried or removed.
Why this needs a professional
Two hazards overlap here and both are invisible. Water that has reached an energized circuit can carry current through the whole pool, and there is no way to tell by looking whether it is doing so. And equipment that has been submerged — breakers, outlets, switches, furnaces, water heaters, air handlers — is not restored by drying out. Contacts corrode, insulation is compromised, and a device that appears to work can fail later or fail closed.
The utility can de-energize at the meter without anyone entering the space, which is why that call is the right one whenever the panel is not clearly safe to reach. After the water is out, a licensed electrician decides what is replaced, and the National Electrical Code position on submerged equipment is replacement rather than reconditioning for most residential devices.
What this means for your claim
Where the water came from decides the coverage, and in a basement the answer usually falls on the excluded side. Water that entered from outside and rose — groundwater, surface water, a saturated water table — is flood, and standard homeowners policies exclude it. Water from a failed supply line, a water heater or an appliance inside the building is internal water and is generally covered.
Sump pump failure and sewer backup are a third case: many policies exclude them by default and sell them back as an endorsement. Whether you have that endorsement is worth knowing before you need it, and it is a line item you can ask about by name.
Either way, your policy requires you to prevent further loss. Getting the power cut and extraction started is part of that obligation, not something to wait for permission on.
What comes next

Common mistakes
- Wading in to reach the panel. If you have to stand in water to get there, it is not your job.
- Using a shop vacuum or a pump plugged into a circuit in the flooded area.
- Assuming the water is safe because the lights are off in that room. Other circuits may still be live.
- Drying out and reusing a submerged furnace, water heater or air handler without an inspection.
- Treating clear groundwater as clean. It is Category 3 the moment it has passed through soil.
Common follow-up questions
The power is already out. Is it safe now?
Not necessarily. A neighborhood outage can end without warning, a generator can back-feed a circuit, and a sub-panel or a separately fed circuit can still be live. Safe means de-energized deliberately at the main or the meter, and confirmed — not simply dark.
Can I use a submersible pump to get the water out?
Only once the power to the flooded area is confirmed off, and only with the pump powered from a circuit outside the wet area, ideally through a GFCI. Plugging a pump into an outlet in a room that is flooding is the specific mistake this page exists to prevent.
How long can I leave it before it becomes a mold problem?
EPA's window is 24 to 48 hours, and read it as a prevention window rather than a countdown — material dried inside it mostly does not grow mold at all. A basement makes that window harder to meet, so treat the drying as urgent even after the immediate electrical hazard is dealt with.
