What is water damage restoration?

The process of returning a building to its pre-loss condition after water intrusion — stopping the source, extracting standing water, removing material that cannot be dried, drying the structure to a measured target, and rebuilding. The water category decides how much is dried and how much is removed.

The short version

1. Stop the source. A supply valve, the main, a roof tarp, a pump. Nothing downstream matters while water is still arriving.

2. Assess and classify. How far the water traveled, which materials are wet and how wet, and what category the water is. This determines the entire scope, and it is the step most often rushed.

3. Extract and remove. Standing water out first, because pumping is far faster than evaporating. Then material that cannot be dried — saturated carpet pad, wet insulation, drywall below the line, anything porous the water category condemns.

4. Dry. Air movers to accelerate evaporation and dehumidifiers to remove the water from the air, running continuously, with daily readings against a target taken from an unaffected reference area.

5. Rebuild. Insulation, board, tape, finish, trim, paint, flooring. Ordinary construction, replacing what phases 3 and 4 removed.

Two things follow. Category degrades with time, so a Category 1 loss left for several days is no longer a Category 1 loss, and the scope grows accordingly. And the classification is about contamination rather than appearance — groundwater can be perfectly clear and is Category 3 the moment it has crossed the ground.

What “dry” means Link to this section

A moisture content, compared against an unaffected area of the same material in the same building. Not a feeling, not a smell, and not a number of days.

This matters practically because drying equipment is billed per unit per day, so both under-drying and over-drying cost money — one in mold and rework, the other in equipment days. The daily log is what keeps both honest.

Where the window sits Link to this section

If wet or damp materials or areas are dried 24-48 hours after a leak or spill happens, in most cases mold will not grow.

That is the line between a water job and a water-and-mold job, and it is the reason phases 1 to 4 are urgent in a way phase 5 is not. Mold is drawn from a separate, much smaller policy sublimit, so missing the window changes not only the work but which limit pays for it.

What this means for your claim

This is normally two payments on one claim. Mitigation — extraction, drying, tear-out — is urgent, small, and usually settled quickly. Restoration is the rebuild, and it is the larger number, settled after the scope is agreed.

Keep them on separate documents. A single undifferentiated invoice makes it hard for anyone to see what was charged for what, and it entangles a rebuild dispute with an emergency response nobody objected to. Read what you sign for which phase, and understand the difference between authorizing work and assigning your claim proceeds.

Common mistakes

  • Starting extraction before the source is stopped, which is drying a building that is still filling.
  • Drying porous material that Category 3 water touched instead of removing it.
  • Declaring the job finished on appearance rather than on readings.
  • Rebuilding over a cavity that still reads wet.
  • Signing one document covering mitigation and rebuild before the rebuild scope exists.

Common follow-up questions

How is it different from water mitigation?

Mitigation is the emergency part — stopping the loss getting worse, which is phases 1 to 3 and some of 4. Restoration in the narrow sense is phase 5, the rebuild. In everyday use "restoration" covers the whole process, which is why estimates should name the phase rather than the word.

Do I need a specialist, or will a builder do?

The drying phase needs equipment and measurement that general contractors do not usually carry, and the classification judgment matters. The rebuild is ordinary construction and a builder handles it. Those can be the same company or different ones, and you are not obliged to use one firm for both.

What if they want to remove more than I expected?

Ask what water category the scope was written for and to see the moisture readings that justify each removal. Both are reasonable requests and a competent contractor has both. Removal beyond what readings and category support is worth questioning; removal that both support is not padding, even when it looks drastic.
